The application fee for the Pre-Kindergarten class at ESF Tung Chung International Kindergarten and ESF Language & Learning Centre (Wan Chai) is HK$40.
The fee is non-refundable and non-transferrable for each application and the collection of fee constitutes no assurance that a school place or interview will be offered. The fee does not provide any priority over the allocation of a morning or afternoon session, which is randomly allocated in order to ensure equal opportunities for all successful applications.
Income from application fees, as a whole, is intended to cover the administrative cost of the online application system as well as the staff cost of the play visit and parental interview for admission assessment purposes. Children may be invited back to the kindergarten for a second visit if the school needs further information on the child. The kindergarten may involve the special educational needs advisor in this visit.
Registration Fee and the First Month’s Tuition Fees
New students are required to pay the registration fee of HK$970 when a place in the Pre-Kindergarten is accepted and pay the first month’s tuition fees in advance. The registration fee will be used to offset tuition fees.
Both the registration fee and the first month’s tuition fees are non-refundable if the Pre-Kindergarten’s place is not subsequently taken up by the student.
Fees are due on the first day of each month and are paid monthly by direct debit. Direct Debit Authorisation forms are available from ESF Centre or your child’s kindergarten.
Statements of account and receipts are not sent to parents as fees are paid by monthly direct debit. However, payment receipts can be issued upon request. Please contact the Billing Section at billing@esfcentre.edu.hk if receipt is required.
Please note that parents are held responsible for payment of school fees regardless the fees are actually paid by their employers or by any other third parties.
If fee payments are overdue, students may be excluded from school. Once excluded, students will not be permitted to re-enrol into any ESF kindergartens, primary, secondary and all-through schools unless all outstanding fees have been fully repaid. All the fees, levies, deposits and charges in relation to student admission are applicable to the students re-applying or returning ESF kindergartens, primary, secondary and all-through schools. Furthermore, there is no guarantee that an excluded student will be returned to his or her former class.
Fees remain payable if a student goes on leave during term time; closure of the Kindergarten as a result of a government recommendation or directive, of any kind of force majeure incident or for operational reasons.
If a student leaves or is admitted part-way through the school year, attendance on any day in a particular month renders school fees payable for the entire month.
Please ensure that the Kindergarten and/or ESF Centre are notified promptly of any change of address, telephone numbers or designated bank account for direct debit.

Starting from 2020/21, new students are required to purchase either a CLASS A or a CLASS B debenture when a place in a kindergarten is accepted.
The nominal value of CLASS A and CLASS B debentures are HK$500,000 and HK$7,000 respectively. The debenture is non-transferable and will be refunded within 30 days of the child’s last day of attendance at the kindergarten, subject to one calendar month advance notice of withdrawal in writing.
The CLASS B debenture will be redeemed on the earlier of: (a) the date the child (for whom this debenture was acquired) graduates from the kindergarten, which is normally at the end of K2, or (b) the expiry of one month’s withdrawal notice via the ESF App provided that all fees due to ESF Educational Services Limited have been fully paid at that date.
With effect from 1 September 2025, the kindergarten Class B Debenture will be replaced by a HK$9,000 tuition deposit (pending approval by the Education Bureau) when a parent accepts a school place. The tuition deposit will be used to offset the last month’s school fee upon a student’s graduation or when a student leaves the kindergarten with one calendar month’s prior written notice. The tuition deposit will be fully forfeited in cases of short notice or if no written notice is provided.
The securing of a place after an offer has been made requires (1) the purchase of either a CLASS A or a CLASS B debenture (at a cost of HK$500,000 and HK$7,000 respectively) and (2) payment in advance of the first month’s school fees.

The application fee is HK$2,800 per applicant for ESF and all-through schools. This is a non-refundable, non-transferable fee which covers the cost of admissions administration.
Due to the high number of applications, the collection of this fee does not constitute any assurance that an interview or a school place will be offered.
All application fees will be settled by credit card through PayPal, our online payment service provider.
The amount of deposit for an ESF primary and secondary school place is equivalent to a two-month deposit based on the school fee of the applicable grade, which must be paid when a school place at an ESF primary or secondary school is accepted. This includes students who are transferring from an ESF primary school to an ESF secondary school. The first half of the deposit will serve as an advance payment towards the school fee upon student admission and will be credited against the first month’s school fees. The second half of the deposit will be offset by the last month’s school fee if there is no outstanding balance with the school and a two-month advance notice of withdrawal via the ESF App is properly served. In addition to school fees, EDB regulates Other Charges, being capital levies, debentures and nomination rights fee collected by private schools to raise funds for long-term school development. ESF schools introduce Other Charges to build up a sufficient capital funding steam to finance major capital projects of ESF schools, including but not limited to redevelopment projects. Other charges of ESF schools include:
A. Refundable Capital Levy – payable by the parents of children joining the ESF schools from August 2011 to June 2015 only. It was replaced by Non-refundable Capital Levy and will be fully refunded in 2026/27.
B. Non-refundable Capital Levy (NCL) – payable by the parents of children joining the ESF schools from 2015/16. Please read the ‘Non-refundable Capital Levy’ section below for the sliding scale and here for the FAQ.
NCL is a one-off mandatory non-negotiable fee charged for the provision of educational services. Payment of the NCL does not confer any priority admission or other rights upon the payor or any other person, and the NCL is not an asset or other property of the payor. The NCL does not relate to any debt owed by the school/ESF to any person. Accordingly, the NCL is not refundable, redeemable or transferrable in any way.
C. Individual Nomination Right (INR) – a means for parents to fast-track their application for interview priority. Click here to learn more about INR and here for the FAQ.
D. Corporate Nomination Right (CNR) – a means for corporates to nominate their senior employees’ children. Nominees gain first priority in certain ESF primary and secondary schools, providing they meet the admissions requirements. Interested corporate should email at primary.admissions@esfcentre.edu.hk or secondary.admissions@esfcentre.edu.hk for further information.
As required by EDB, further information of the Other Charges is set out in the terms and conditions of the offer of a school place (i.e.: the enrolment form), and in the terms and conditions of the INR or the CNR.
ESF reports at least on an annual basis in the annual report all necessary information in relation to the Other Charges as required by EDB and other information that the EDB may require from time to time.
New students joining ESF schools in August 2015 and after are required to pay a one-off non-refundable capital levy (NCL). The NCL has replaced the refundable capital levy (RCL) from the academic year 2015-16 onwards.
The cost of the NCL will be HK$38,000 for students entering Year 1 and will be reduced, on a sliding scale, for students who join the system in later years as follows:

If NCL has already been paid when the student enrolled to ESF primary school, the student is not required to pay NCL again when he/she transfers from ESF primary school to ESF secondary school.

Effective August 2011, direct debit is mandatory in paying school fees for all students attending ESF schools.
